Job Summary
Under the general direction of the Mayor, employee is responsible for developing and administering a comprehensive community recreational program, including the maintenance of a wide variety of recreational areas, facilities, and equipment. Work includes exercising general supervision over the maintenance, beautification, and improvement of parks and public grounds. Work is performed in accordance with general policies, but the employee must exercise independent judgment and ingenuity in accomplishing program objectives and in interpreting the needs and desires of the public. Employee plans, implements and adheres to department’s budget. Responsible for all department employees; monitors and approves employee payroll, performs evaluations, training, and other employee actions as needed. Prepares and administers grants; solicits outside funding sources; develops and implements new methods for revenue generation.
Minimum Qualifications
1. Bachelor’s degree is preferred from an accredited college or university in parks and recreation, physical education, or leisure services.
2. Ten years work experience in parks and recreation or related field preferred.
3. Possession of a master’s degree preferred.
4. Management experience preferred.
5. Possession of a valid and current Alabama driver’s license.
6. Ability to be on call.
Department Planning and Scheduling: Organize and direct a comprehensive athletic and sports program for all age groups. Develops annual budget; directs the expenditure of approved funds. Writes policies and procedures for department. Determines hours of operation for city parks and fields as well as rules, with approval from the mayor and city council. Plan and develop recreational programs and needs for the public. Coordinate the City program with other community recreational activities and assist representatives of other groups in developing and extending recreational programs. Promotes and recruits’ instructors for classes. Ensures that instructors have proper insurance coverage to teach. Advertises events and classes. Ensures proper security measures are planned. Applies for state and federal grants. Plans for maintenance of all parks and recreation property. Selects special projects.
Supervision: Plans for departmental positions. Interviews and trains employees. Ensures proper staff coverage; delegates responsibilities. Monitor and approves employee payroll. Conducts performance evaluations. Leads departmental staff meetings. Plans and coordinates monthly safety meetings with Human Resources.
Department Management: Gathers prices and information on vendors for department supplies and equipment. Contacts companies to perform maintenance on recreational property; heating, air, plumbing.
Maintains detailed records of all maintenance performed. Gathers information for audits as needed. Attends meetings on new rules and regulations. Meets with school officials to discuss summer programs and schedules.
Tournaments and Special Events: Prepares written bids to have state tournaments held in the City of Scottsboro, and presents oral presentations to the state committee. Prepares bid specifications and bid documents; serve as purchasing agent for the department. Prepares budget for tournaments. Drafts schedule for events. Prepares information packets for teams and the state director. Schedules officials, coaches, vendors, and volunteers. Oversees operation of events and event clean up.
