Job Description

Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position will lead the Permitting Functional Area within the Environmental Planning & Compliance Department. This position oversees all aspects of federal and state permitting for construction and operation, including cultivating opportunities to beneficially use dredge material in support of PCCA’s commitment to habitat creation. The position requires effective collaboration with the Manager of Environmental Compliance, who leads other areas within the Environmental Planning & Compliance Department, as well as with various Departments across the organization.

SALARY RANGE: $75,025.60 - $123,760.00 Annually

ESSENTIAL FUNCTIONS

  • Collaborates with internal stakeholders to develop permit strategies to support construction of new infrastructure and to facilitate commercial activities

  • Collaborates with diverse external stakeholders, including regulatory agencies, nonprofit organizations, and industry and academic groups, on PCCA’s permitting activities

  • Cultivates beneficial use opportunities for dredge material placement that advance habitat creation and climate resilience targets and initiatives

  • Collects and interprets technical/analytical data, research issues, and evaluates strategies, technologies, and partnerships to streamline permit actions

  • Represents PCCA at coastal resource management meetings, workshops and collaborations

  • Administers environmental documents, plans, permit applications, and National Environmental Policy Act coordination

  • Manages surveys and inspections of PCCA facilities, properties, and project sites

  • Manages permit condition obligations, ensuring obligations are met by internal stakeholders, including any reporting obligations

  • Coordinates with engineering design professionals to deploy nature-based solutions in accordance with long-term environmental/sustainability targets and initiatives

  • Evaluates plans, specifications, and bid documents for PCCA projects and tenant properties for consistency with existing permit requirements and habitat creation initiatives

  • Assists with developing Department Work Plan and associate capital and expense budget

  • Provides guidance and effective leadership to staff; oversees coordination of team members’ assignments

  • Manages PCCA projects, including third-party consultants; drafts technical requirements and scopes of work; negotiates and manages professional service agreements

  • Monitors permit applications by other entities and new regulations for impacts to PCCA property and operations

  • Participates in rotating after-hours spill call-out duty for a minimum of one month per year

  • Adheres to all PCCA policies; promotes and adheres to the SEAPORT values, maintains good employee relations; and encourages and fosters a supportive environment where teamwork prevails; assists senior management and office staff where appropriate

  • Drives PCCA vehicles to complete assigned tasks courteously and safely; follow applicable procedures for vehicle use; work required hours to fulfill position objectives

  • CPR certified or ability to become CPR certified within the first year of employment

  • Tier 2 status designation during major incidents, serving on the Incident Management Team as the designated Environmental Group lead

EDUCATION & CREDENTIALS


  • Bachelor’s degree in relevant discipline

  • Advanced degree in relevant discipline preferred

  • Wetland delineation professional certification(s) or credential preferred

  • Project Management Professional certification(s) or credential preferred

  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment

  • Valid driver’s license

EXPERIENCE & JOB KNOWLEDGE


  • Minimum ten years overall professional experience with seven years of experience in practices and disciplines related to application of environmental regulations, habitat creation, and coastal resilience

  • Experience in contract and project management

  • Experience managing personnel

  • Experience in GIS preferred

  • Ability to understand, interpret and apply PCCA policies, tariffs, SEAPORT values, state/federal laws

  • Ability to collaborate with a wide range of individuals in diverse technical disciplines

  • Ability to define issues, perform research, evaluate alternatives, and develop sound, independent conclusions and recommendations

  • Ability to integrate information from multiple sources to develop creative solutions to complex technical challenges

ESSENTIAL PHYSICAL JOB FUNCTIONS


  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting, and/or moving up to 20 pounds with or without reasonable accommodation

  • Ability to operate mechanical and electrical equipment, light-weight highway vehicles, and standard office equipment

  • Ability to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
